It's been down all day for 2k19 because of this probably still not done with integration.
According to some discussion on one of the 2k19 forums, the 2k19 image uploader and the 2k20 image uploader are being integrated together (so, theoretically, you'll be able to download image files that were uploaded in 2k19).
